It’s a laundry pole. Now, a laundry pole made of stainless steel is widely used but in the past, a bamboo stick was commonly used as a laundry pole. And there were lots of travelers selling bamboo poles, called “monohoshi-zao-uri”, and they used to go round towns while screaming “takeya-saodake.” Two bamboo poles were said to be used in many homes because a thicker bamboo pole was used for futons and a thinner one for laundries.
